Our Purpose 

The purpose of establishing the Junior Reserve Officer Training Corps at Waukegan High School has evolved over time to reflect the changing needs and attitudes of the nation. In its early years, the program's mission was a reflection of America’s intervention in foreign wars as its curriculum centered on battle-oriented skills, but intense protests and opposition toward student militarization during the Vietnam War era altered JROTC's focus; today the program instead teaches cadets self-discipline, volunteerism, and citizenship.
